Severe shortage of clinical doctors in Govt.Homeo Colleges in Kerala  for the smooth functioning of Hospital

New daily wage Tutors are not appointed due to obscure technical reasons.

Govt. upgraded all the Tutor posts of the 3 Private Aided Homoeopathic Medical Colleges as  Lecturers but not in 2 Govt. Homoeopathic Medical Colleges                

At  Govt. Homoeopathy Medical College Hospital, Kozhikode, they  manage a 100 bedded I.P.D. with an average of 1000 patients daily in the Outpatient Departments. At present there are only 17 Doctors in the clinical Departments including the Superintendent.  This number is highly insufficient as the Doctors have to do daily O.P. duties(from 8am to 1pm) &  I.P duties along with evening duties (from 1pm to 8pm),  night duties(8pm to 8am) & Sunday O.P. & I.P duties, in addition to teaching both B.H.M.S & M.D.(HOM) students.

This situation arose, when the Govt. ordered the PSC to cancel the Tutor post exams as per G.O.No: 6695/J2/2012 H&FWD dated 30.03.2012. Until then there were 13 posts of Tutor, out of the total sanctioned 49 posts at GHMC, Kozhikode as per G.O.No.(MS) 132/2011/ H& FWD dated 26.02.2011 & in these posts,  tutors were working on daily wage basis.

Even though the Govt. then upgraded all the Tutor posts of the 3 Private Aided Homoeopathic Medical Colleges (having only BHMS course) to the Post of Lecturer, the 2 Govt. Homoeopathic Medical Colleges (having both BHMS & P.G courses) have been ignored & denied this facility.

As per the new CCH regulations dated 08.03.2013 for a 20 bedded Hospital in addition to the regular teaching staff, there should be a minimum of 8 Doctors, i.e .4 Medical officers, 2 RMOs, 1CMO & 1 Superintendent. There is no such post in the 2 Govt. Homoeopathic Medical College Hospitals. But this has been sanctioned to the private aided Homoeopathic Medical College Hospitals.

As per the G.O.No: 18465/J2/2012, H&FWD dated 28.05.2012 the  secretary has directed the Principal & Controlling Officer that the service of Tutors on Daily wage basis may be utilized until the creation of sufficient post. But most of the Daily wage Tutors at GHMC, Calicut relived as they obtained PSC & NRHM jobs & new daily wage Tutors are not appointed due to obscure technical reasons.

“It is heard that Medical officer (without any teaching experience) working in the various dispensaries under the Directorate of Homoeopathy are trying for Deputation to the post of Lecturer in the Govt. Homoeopathic Medical colleges. But there are no vacant Lecturer posts in the Clinical Departments at GHMC Kozhikode & Trivandrum, so this will not solve the present problem. This deputation will further affect the job opportunities of all the BHMS & P.G students & this would be a grave injustice” – according to teachers of GHMC Calicut.

Teachers requested Kerala Government  to take the following steps.

  1. To upgrade the 13 Tutor posts at GHMC, Kozhikode to Lecture Post & Amendment of Special rules in accordance to this.
  2. To create sufficient Medical officier post in the Collegiate Hospital.
  3. Immediate appointment of daily wage Tutors until the up gradation or creation of posts for the smooth functioning of the collegiate Hospital.
